Section 401 Water Quality Certification Public Notice

Moraga-San Leandro No. 1 Tributary Restoration Project


The San Francisco Regional Water Quality Control Board is currently reviewing an application for the following project for water quality certification under Section 401 of the Clean Water Act. Project Description:

PG&E has identified washed-out areas of an existing dirt utility access road that needs repairs off Dolores Way in the City of Orinda. This utility access road is an old road, which PG&E utilizes to access two double-circuit high-voltage transmission line towers. Storm events during the winter of 2024-2025 washed out sections of this utility access road. In addition, off-property diversions of runoff onto the access road have caused additional flooding into the adjacent neighborhood. The intent of the project is to repair the existing damaged access road and provide site improvements to drainages around the access roads in order to allow PG&E to continue accessing the existing high-voltage transmission lines.
